uhm, 1.) you need parent consent if you're under 18.
2.) it depends what you want, get them both done if you want.
last i knew, tounge was 63 dollars, then your heart tattoo, will most likely be $50. or more, depending on how big, and where it is & color. the least a place will usually charge is $50, or it's a waste to even tattoo someone.
3.) pain all depends on the person. i have a pretty low pain tolerence, but have 4 inks. top of my foot, my lower back & 2 inbetween my shoulder blade. i'm skinny & they weren't that bad.. it all depends.. there's really no example of how a tattoo feels. you have to get it for yourself to relieze the pain.

I would not get a tattoo if your not sure about it, which if your asking means your not. At least if you get a piercing you can take it out if you don't like it. I am 34 and just got my first tattoo and I love it a lot, but I waited this long to get one because I wanted to make sure it was something I wanted to live with for the rest of my life. it'll probably 'hurt' but not too much, don't get either done until you have your heart set on one, once you have a tattoo you cant go back!

I'm very petite. It really depends where you want the tattoo. The more "fatty" areas will hurt less then the bony areas.

Most painful areas (for me)

-back
-ribcage area
And for the tongue piercing or the tattoo.. It's really upto you. Just remember that the tattoo IS permanent, where you can take the tongue piercing out if you decide you don't want it anymore.
There is a tattoo pain chart that depicts painful and not so painful areas to get tattooed; the chart contains uhhh... digital nudity so I can't link it but if you just yahoo "tattoo pain chart" You will see what I'm talking about. Get both... but think about the tattoo VERY carefully!
It all depends on where ur gonna get it. I mean some people can handel it and some can't. Honestly I would go for both myself but if you have a job where u have to present urself professionaly then go for the tat. cuz u can always hid it.

piercings hurt for a second and then they're a little sore for a while... tongues heal up fast i hear.
tattoos take a long time to outline and then fill in... it's a pain.
apparently, women have just a high a tolerance for pain as men. a study showed that doctors would give big burly men in pain lots of pain killers but women they'd give less too for the same amount of pain. something like that.
really... if you cant decide... you should wait two years and have your heart set on something for those two years or one... whatever... and then get it.
i'd go with the piercing... but that's because i'm more of a piercing person. i got a tattoo recently and i realised that i really dont like it very much... so i'm getting it covered up... but we'll see how that turns out.
If you do get a small heart, just make sure you dont get it anywhere on your body that is majorly affected by gravity, i have a heart on my breast and it is starting to look more like a triangle and i am only 26 so by the time i am 50 it will probably just look like a line it will have stretched that much.

second of all of course the tattoo will hurt, id say dont get both.. or at least get one at a time incase u change ur mind.

Tattoos>piercings in my opinion. Furthermore, I am a little thin too, or at least I used to be, and most of the tattoos I have really hurt. Everyone is different when it comes to pain. Some tiny little women I know can get tatts with no pain at all. Some people like me, 6'3" and 220lbs, think it hurts like hell. Also it depends on where you get them. The most painful tattoo for me was near my collar bone. It's just needle, skin, and bone. Damn that hurt. But I will tell you what hurt more, when I got my tongue ring. But same rule applies; everyone handles pain differently. That tongue ring was one of the most painful things I have ever felt. Plus tatts>piercings. But I said that already =)
it really depends on where you want the tattoo done if you get it on the arm it wont hurt as much as your ribs.
A tattoo is going to cause pain, no matter how skinny or fat you are. What makes a difference is your pain tolerance level.
What I like about piercings, is that if in the end, you decide you don't like it after all, you can just take it out, and the hole will eventually close. Tattoos are not so easy to get rid of, so I always suggest that If you're unsure of whether you want a tattoo or not, that you ulitmately wait awhile before you just go out and get it, and then regret it later on for being so hasty in your decision.
