I knew Port of Seattle had been stealing some of Vancouver's business simply because post 9/11 some American Alaska cruise pax preferred not to cross any borders to board the cruise ship, as they had to do in Vancouver. This, though, is an interesting twist. Pax must somehow have to prove the have a cruise booked, otherwise what's to stop anyone from saying 'yes, we're on our way to the pier now' and not having to deal with Customs? But gotta give Vancouver credit for fighting to keep the cruise biz.
If I remember when this was pilot tested last year or so, it was with cruise-line booked air only. Those that booked air separately from their cruise weren't eligible. It may be that the program is being expanded now, but I wouldn't see any issue in making a cruise passenger prove they are in fact a cruise passenger. Cruise tickets are rather significant documents still LOL
Border issues aren't the only reason Seattle has attracted more ships. Space in Vancouver is one issue, with Alaska cruises becoming more popular. Princess cruises especially has a large presence in Alaska, and they use the larger ships to do it. They run round trip cruises out of Seattle, and their one-way cruises to/from Vancouver, due to the Jones Act. Vancouver couldn't handle all the ships that CarnivalCorp has in Alaska, not to mention any of the other cruise companies.
