I'm running a soft modded XBOX with version 2 of XMBC, and when I start the XBOX without network connection I get this message "21". Searching the net I found that "21 - This error says that the machine was booted to display a error, basically someone told the machine to reboot (or launch a xbe) with this flag, and the error code just means its been rebooted by the flag".
I can live witht this, but I have found that the same thing happens when I try to activate the MS dash - then the machine boots and displays this error. Any ideas as what can be wrong?

Not sure what this has to do with XBMC... What type of softmod are you running?
I had this same error, different circumstances. For me, some important files had been deleted/renamed from the C partition. I aquired a virgin C partiton and rewrote the existing and haven't had the problem since.
