Your fence is covered under the perils of the policy. There has to be a precise time that the loss happened. Because rust comes over time. Secondly, most HO policies nowadays will cover any sudden and accidental loss, unless that type of peril was specifically excluded from the policy. I.E. most policies now exclude acts of terrorism.
So with that in mind, your policy will not replace your fence because it was not sudden and accidental. I highly recommend taking a closer look at your policy to see what else is excluded. If any of those exclusions make you nervous, call your insurance agent.
The fence itself IS covered under the peril "separate structures" of your homeowners policy, however, only under accident fire/hazard occurrences, not wear/tear issues.
