That depends on a ton of factors and it'll vary, but my friend just adopted a child for about $10,000. Seeing as how I was adopted in the late 80's for $8500 it's not too bad compared to the way everything else has inflated.
It really depends upon the method of adoption and what State/jurisdiction you are in.
In most States, as I understand it, adoptions are free or very close to free, if done through Social Services. Our last one, through Social Services was totally free and in my jurisdiction we get a $700 a month, tax free payment which goes up as the child gets older even though she's been adopted. In her case, that will pay for college and most likely a fairly sizable down payment for a house by the time she is 18. If you choose to go through an agency however the costs can be way up there and others can speak to that better then I can. Even our international adoption was only $800 US so it doesn't always have to be $40k or more.
If your friend adopted a child (or children) that was removed from an addictive parent, after being surrendered or seized by the State then I would suspect that it was through social services and was pretty much free. If the state took custody of those two year olds and then terminated the parents' rights, most likely the adoption was through foster care and almost completely free of charge. In the US, any small expenses they would have paid can be reimbursed through the federal tax credit which actually gives back over ten thousand dollars per child for verifiable expenses.

i adopted my baby girl from brazil for about 400 dollars ! that's less than a laptop .here's what i did i went to adoptbaby.net and i registered i bought tickets to Brazil which were 120 dollars per person so i went there and i signed papers and in 2 days i got my baby girl she is 2 months named faith and she is an angel all together the miracle in my life only cost about 520 dollars that's worth it n when i went to brazil they gave me 4 sets of baby clothes, 7 bottles (for milk) , 2 gallons of milk, and 3 boxes of diapers for free and free shipping 2 , that's what i did and im planning to adopt 3 more kids
